Should We Edit Human Nature? Fukuyama's Case for Caution

In 2002, political scientist Francis Fukuyama published a book called 'Our Posthuman Future' that alarmed both Silicon Valley futurists and bioethicists at once. Fukuyama had spent the 1990s famous for arguing history was moving toward a stable endpoint of liberal democracy. Then he turned around and argued that biotechnology โ€” not politics โ€” was the real threat to that stable endpoint, because if humans start editing the biological traits that make us equal and recognizably human, the entire moral and political framework of modern democracy could unravel with it.

What Bioconservatism Actually Argues

Bioconservatism is often confused with religious opposition to science, but Fukuyama's version is secular and political. His argument runs like this: modern democracies grant equal rights based on the idea that all humans share a common nature โ€” call it 'Factor X' โ€” some baseline of moral status that doesn't depend on intelligence, strength, or beauty. A genius and a person with a severe cognitive disability both get one vote and equal protection under the law, precisely because rights aren't rationed based on capability. Fukuyama's worry: if biotechnology lets some people boost their children's intelligence, memory, or physical ability while others can't afford it, humanity could stop being one relatively uniform species in terms of capability, and Factor X โ€” the shared basis for equal rights โ€” could erode. He wasn't primarily worried about the technology itself; he was worried about what unequal access to it would do to the political idea of human equality.

The Technologies He Named Specifically

Writing in 2002, Fukuyama pointed to three areas: germline genetic engineering (edits that pass to future generations, unlike edits to a single patient), neuropharmacology (drugs like Prozac and Ritalin that alter mood and personality, which were already widespread), and life-extension research aimed at radically increasing human lifespan. He argued neuropharmacology was already quietly doing what people feared genetic engineering would do later โ€” changing personality and behavior at population scale, just more gradually and with less public debate. Notably, Fukuyama wrote before CRISPR gene-editing existed (CRISPR-Cas9 wasn't adapted for precise genome editing until 2012), so his argument was more theoretical prediction than reaction to an existing tool. Many bioethicists consider this remarkable: he anticipated the shape of the debate roughly a decade before the technology that would make it urgent.

A common misreading

Fukuyama was not arguing that disabled or 'unenhanced' people are inferior โ€” the opposite. His entire argument depends on defending the idea that ALL humans, regardless of capability, deserve equal moral status. His fear was that enhancement technology could undermine that equality, not that anyone lacks it now.

The Transhumanist Counter-Argument

Philosopher Nick Bostrom and other transhumanist thinkers responded that Fukuyama's 'Factor X' was never actually tied to any specific fixed biology in the first place โ€” societies have radically expanded who counts as fully human and equal over centuries (ending slavery, extending suffrage) without a fixed biological baseline ever existing. They argue enhancement could be regulated for fair access, the same way societies regulate access to education or healthcare, rather than banned outright. This remains one of the central live debates in bioethics today, not a settled question.
