ITU Frequency Battles
Imagine two countries both want to talk to their satellites using the exact same radio channel at the exact same time. If nobody sorts this out, the signals crash into each other like two people shouting over each other on a walkie-talkie โ and nobody understands anything. There is a group whose entire job is to stop this from happening across the whole world: the International Telecommunication Union, or ITU.

What Is a Frequency, and Why Do Satellites Need One?
Every satellite talks to Earth using invisible radio waves, kind of like a walkie-talkie channel. Each 'channel' is called a frequency, measured in units called hertz. There are only so many usable frequencies in space โ it's a limited resource, just like land or water. If two satellites use the same frequency while pointed at the same part of Earth, their signals overlap and turn into useless noise.
The ITU: Air Traffic Control for Radio Waves
The ITU is a United Nations agency, founded all the way back in 1865 (originally to sort out telegraph wires!). Today one of its biggest jobs is managing the 'radio spectrum' โ assigning specific frequency bands to specific countries and satellite operators so everyone's signals stay separate. Think of it like a giant reservation book for radio channels used by every country on Earth.
A Real Frequency Battle: Geostationary 'Parking Spots'
Satellites in geostationary orbit sit 22,236 miles above the equator and appear to hover over the same spot on Earth forever โ perfect for TV and communication satellites. But there are only a limited number of orbital 'slots' along that ring, and countries have to register both their slot AND their frequency with the ITU. In the 1970s and 80s, equatorial countries like Colombia and Indonesia argued they should get special priority over the orbital slots directly above their own territory, since the satellites hover right over them, even though they didn't build the satellites. This dispute, called the 'Bogotรก Declaration,' pushed the ITU to create clearer global rules for who gets which slot and frequency.
For a long time, the ITU mostly worked on a 'first come, first served' basis โ whichever country filed the paperwork for a frequency first generally got it. This led to countries rushing to file for frequencies they might use decades later, a strategy nicknamed 'paper satellites,' which the ITU has since cracked down on with stricter deadlines.

Imagine 3 countries all want to launch a weather satellite over the same ocean region, but there are only 2 available frequency channels. Write a one-page rule (in your own words) for how the ITU should decide who gets a channel and who has to wait or share.
