SAE Levels 0โ€“5: What Self-Driving Cars Can and Can't Do

In 2023, Waymo's robotaxis completed over 700,000 paid rides in San Francisco with no human driver behind the wheel. That sounds like the distant future, but most cars on the road today still need you to control every single movement. How do engineers measure how 'self-driving' a car really is? The answer is a six-point scale created by the Society of Automotive Engineers called Levels 0 through 5. Level 0 means the human does all the driving. Level 5 means the car handles every road, in every condition, with no human input ever needed. In between are four steps that define exactly how much the car can do โ€” and what you, the driver, must still do.

The Six SAE Levels of Driving Automation

Level 0 โ€” No Automation: The human driver controls everything โ€” steering, braking, and speed. The car may give warnings (a beep if you leave your lane), but it never acts for you. Level 1 โ€” Driver Assistance: The car helps with one task at a time. Adaptive cruise control that keeps a safe following gap is a Level 1 feature. The human still steers. Level 2 โ€” Partial Automation: The car can steer AND control speed at the same time โ€” for example on a highway. Tesla Autopilot and GM Super Cruise are Level 2 systems. The catch: the driver must keep eyes on the road and hands ready โ€” the car is assisting, not replacing, human attention. Level 3 โ€” Conditional Automation: The car watches the road itself in certain situations and can drive without human attention for a stretch, but it will ask the driver to take over when needed. Honda's Traffic Jam Pilot, sold in Japan, is the first mass-market Level 3 system. Level 4 โ€” High Automation: The car completes full trips alone within defined geographic zones. If something unexpected happens, it pulls over safely rather than asking a human. Waymo's Phoenix robotaxis have operated at Level 4 since 2020. Level 5 โ€” Full Automation: The car drives anywhere, in any weather, any time, with no human involvement. As of 2026, no consumer vehicle has reached Level 5.

Level 2 Does NOT Mean Self-Driving

Multiple fatal crashes have happened because drivers treated Level 2 systems as if they were Level 4. At Level 2, YOU are legally and physically responsible for watching the road at all times. Tesla Autopilot and similar systems assist you โ€” they do not replace your attention. Never look away or fall asleep while a Level 2 feature is active.

Real Examples at Each Level

Seeing real vehicles makes the levels concrete: โ€ข Level 1: Toyota RAV4 radar cruise control holds a safe gap to the car ahead. You still steer. โ€ข Level 2: Tesla Model 3 with Autopilot steers and brakes on freeways, but Tesla's owner manual requires you to keep your hands on the wheel. โ€ข Level 3: Honda Legend (Japan, 2021) handles traffic jams under 30 km/h on mapped expressways โ€” driver can briefly look away. โ€ข Level 4: Waymo One taxis in Phoenix, AZ complete passenger trips with no one in the driver seat. โ€ข Level 5: Still in research labs. No production vehicle has achieved this.

Design a Level 3 Take-Over Warning System

Imagine you are an engineer designing the dashboard for a new Level 3 car. When the car needs the driver to take over, it has exactly 10 seconds to get their attention. 1. Sketch or describe three different alerts: a VISUAL alert (something you see), a SOUND alert (something you hear), and a PHYSICAL alert (something you feel, like vibration). 2. Rank your three alerts from most important to least important. Write one sentence explaining your ranking. 3. Write one rule for when your Level 3 car would automatically turn its automation OFF โ€” for example, heavy snow, road construction, or speed above a certain limit.
